About Leyla

My name is Leyla Bozkurt. I have been practising as a lawyer specialising in procurement law since 2010. First at Ploum (Rotterdam), then at AKD (Brussels) and then at a niche firm (Amsterdam). I have been practising as an independent lawyer in procurement law since 2022. I support, advise and litigate for contracting authorities (municipalities, water authorities, and a wide range of institutions governed by public law), tenderers (national and international market participants and SMEs) and advisers (consultants, purchasers, accountants and other lawyers) in numerous sectors (including utilities sectors).

Broadly speaking, I advise and litigate on procurement law. I listen carefully to my client’s regarding their requirements and wishes, and adjust the strategy accordingly, depending on the team, the position and the goals. As a result, I sometimes have a leading, pioneering role, while at other times I take on the role of a lawyer who ‘merely’ reads documents. That is what makes my work varied and fun, but it also ensures that I add value for all my clients.

In 2022, I decided to branch out as an independent lawyer. For an overview of the work I do, see Services for contractors and Services for tenderers.

My experience and style can be summarised in a few words: dedicated, pragmatic and clear.

Memberships and ancillary work

I am registered as a specialist in procurement law in the Netherlands Bar Association’s register of legal practice areas. In this respect, I also accrue at least ten training points every calendar year, mainly by giving courses and training sessions.
